Timestamps are priced at $0.50 per minute for video, which is what makes the output usable for caption files and for linking a viewer to a specific moment. Without them you have a transcript; with them you have something a player can use.
Accurate captions also do practical work beyond accessibility - they make video content searchable and indexable, which is usually the reason a marketing team asks for them in the first place.
